Dr. Tariq Mahmood

  • Dr. Tariq holds PhD degree in Agriculture from the University of Texas USA. He has a practical experience of more than 34 years in R&D planning, execution, monitoring and evaluation at national and international level. He worked in various international organizations, including, United States Department of Agriculture (USDA), CIMMYT (Mexico), and PREST, University on Manchester. He also availed the opportunity of working at STEPI in Korea.

  • He started his carrier in Pakistan Agriculture Research Council (PARC), as a plant Pathologist and carried assignments with CIMMY and ICARDA, in addition to his research on cereal diseases management.
  • After Joining Pakistan Council for Science & Technology (PCST), as Principal Research Officer in 1993, and Conducted studies on Technology related problems of industrial sector, Technology Transfer and management. He also remained Involved in developing S&T indicators and evaluation of R&D activities as a team member.

  • As the Scientific Secretary of PCST, he remained involved in the organization of international and national seminars, meetings and workshops, in collaboration with the organizations like, Manchester Business School, UNESCO, UNEP, ISESCO, and others. He also managed many programs of training and capacity building.

  • During his stay at PCST, he also worked as Chief Research Officer and completed studies regarding the management of Intellectual Property Rights (IPR) system in Pakistan and studied S&T policy option regarding TRIPs agreement. Also conducted studies on the traditional knowledge in Pakistan and completed WIPO audit report.

  • Worked as the post of the Director General (Pakistan Technology Board), Ministry of Science & Technology and executed the project, Technology Foresight Exercise in Pakistan’ and competed foresight studies on Agriculture, Environment, Health, biotechnology and Nanotechnology.

  • Maintained liaison with organizations like SPRU, PREST, APCTT and other relevant organizations for the exchange of S&T material and trainings and visits related to S&T policy studies. He also established strong coordination with national R&D organizations for the purpose of exchange of S&T information and prepared many projects for international collaboration.

  • Thoroughly studied and analyzed the S&T policies of countries Like Korea, China, India, Malaysia, United Kingdom, and Japan for various purposes and participated in the preparation of National Science, Technology & Innovation Policy-2013 as a team member.

  • On the basis of practical work and research, published 21 research papers in international and national journals. Also published/ completed 10 research reports / policy briefs, covering various aspects of S&T policies, individually and jointly.
